The Import function allows you to bring content in from another blog, or from another type of supported web site.  Both Import and Export are located under tools and can be easily accessed.  See screen shot below.  As you can see there are many formats that Wordpress can import from starting with Blogger and ending with another Wordpress site.

The Export function is similar in nature to the import function and can be seen below.
