The Discussion page will allow you to config rules related to comments on your site. Click on the “Discussion” link under settings and you will find many options. Each option have few words beside it which make sense so there is no real need to explain.

You can config how many posts a user can submit without moderation, if an email will be sent once a comment came to the system and so on.
